While it seems that special interests have recently come into being, they have always played an important role in lawmaking. Even politicians dating back to James Madison James Madison in the Federalist Papers #10 defended the role that factions played in government. The number of lobbyists descending on the state and national capitols is indeed likely to multiply with state and national associations and businesses hiring lobbyists to protect their interests in Washington and in state capitols around the United States. In this example from the state of Florida, the numbers alone tell the story. In the early 1970s, there were approximately 800 registered lobbyists in the state. Today, there are almost 2,000—outnumbering legislators by almost 15 to one.
